I had a read of Greater Shepparton's economic development, tourism & events strategy the other day - I especially liked their definition of "best practice community development":

Step 1: Support the existing business base.
Step 2: Attract new businesses and jobs.
Step 3: Improve livability.

Such a succinct way to express what took me a whole paragraph :)
